The debt they will not close

That is the government's own meter. It cannot keep growing like this. Interest already eats the room that used to be for the things they campaign on. The people who write the checks are the same people who will not pass a budget.

Under the Congressional Budget Act of 1974 they are supposed to adopt a budget resolution, then pass twelve regular appropriations bills before October 1. Pew counted the years they actually did all of it on time: four. Fiscal 1977, 1989, 1995, and 1997. In most recent years they passed none. They live on continuing resolutions and omnibus stacks.

The unread pile is the door

• A CR copies last year's funding, plus 'anomalies' — exceptions stuffed in by the people who already failed to write a bill. Nobody outside the room can audit an anomaly at 2 a.m.
• An omnibus is a thousand pages dropped hours before the vote. Members vote on a caption. The riders, the earmarks, the contractors, the quiet increases live in the annex. That is the twin law, in money.
• Emergency designations and 'disaster' titles skip the caps. Some disasters are real. The designation is also how you hide a permanent program inside a one-time word.
• No line-item debate means no line-item blame. Fraud does not need a mastermind when the document is designed so that no one can be shown to have read it.
• The $7.258 billion legislative machine is the shop that produces those piles. They cannot police the country's books because they will not finish their own.

This is not a claim that every CR is a criminal count. Fraud, in the code, still needs a lie, a scheme, a specific hand. An omnibus is still an appropriation made by law — Article I, Section 9 is satisfied on paper. The oath is not.
