What they are protecting

The $7.258 billion legislative machine is not the prize. It is the shop that protects the prize. Show the USAID money, the lobbyist money, and the trades they will not ban, and the oath starts to look like a costume. They are not confused. They are standing in front of a business.

Name the business

• USAID contracts, FY2023: about $6.8 billion obligated. Three billion of that went to ten contractors. Chemonics, a D.C. for-profit, took the largest share — about 20 percent of the contract pile, more than $1 billion that year. • The revolving door is the product line. LegiStorm counted 866 members and staff who left the Hill for K Street in 2025 — up 60 percent from 2024. One hundred twenty-five lobbyists walked the other way, into Congress. That is not civic virtue. That is inventory.
• The STOCK Act's $200 late fee is a cost of doing that business. Zero prosecutions. Disclosure without a bite is a receipt the shop is happy to file.

The NGOs, and the local races

• Politico documented the strategy as early as 2016: elect the prosecutor, change the justice system without passing a statute. Democracy PAC and related vehicles moved nine-figure sums into political groups around the 2022 cycle.
• Taxpayer NGOs sit on the other rail. USAID's implementers — Chemonics and the rest — are paid from the unread pile. Private foundations pay for the DAs. You fund the first with taxes. You live under the second. That is paying for your own demise: the foreign-aid contractor in D.C., the prosecutor in the county, the lobbyist in the hall, the $200 trade. Same business. Different letterhead.

The tap they fought to keep

• When the second Trump term tried to fold USAID and cut the international-affairs budget hard, Congress — including a Republican House — blocked the deep cut and kept operating money in the pile. Rescissions took some. The pipeline stayed.
• That is not a sermon about every clinic. It is a fact about a tap: tens of billions moving through an unread appropriations stack, NGOs and contractors on the other end, and a legislature that will defund a border faster than it will defund itself.

The lobby

• In 2025 it crossed $5 billion. The people who write the twin law buy the hours. You already paid the salary so those hours would belong to you. They do not.
• The Lobbying Disclosure Act is a filing. It is not a wall. A $5 billion industry does not pay that to lose.

The trades

• The 119th Congress introduced more than two dozen bills to limit or ban the trades. CRS counted them. Disclosure is still the remedy they prefer, because disclosure without a bite is a press conference. The trades continued.

Put the three next to the $7.258 billion shop, the $40 trillion meter, and the oath they recited. They protect the tap, the lobby, and the ticker. They sold you a jersey so you would not look.
