The whole bill.

A budget the public can read. Every reconciliation print. The stack, not the clip. Here is how you force it.

They show you a paragraph. They vote on a thousand pages. That is the whole cheat. A reconciliation bill is not a vibe. It is a stack that changes what the Treasury may pay. A budget is not a speech. It is twelve appropriations bills the 1974 Budget Act already required by October 1 — a clock they have not beaten on time since FY1997. The American people cannot ‘approve’ a file they are not given.

What you are owed

  • The full text of every spending bill and every reconciliation bill, searchable, 72 hours before any vote.
  • The CBO score and the Joint Committee on Taxation tables attached to that post — before the gavel, not after.
  • No omnibus. No continuing resolution as the plan. No managers’ amendment after midnight.
  • Same night, prime time, GOP / Democrats / DSA: a deck. Medicare for all names the money — Urban Institute already put extra federal cost near $32–34 trillion over ten years. If your number is different, show the arithmetic. GOP names, line by line, how it will not block the agenda the country voted. Anyone who will not show the slides agrees, on camera, to go home.

How you make it happen

There is no nationwide yes/no on a federal budget in this Constitution. Article I already gave the purse to Congress. The people’s approval is the election and the rules of the House. You do not wait for a new ministry of truth. You use the tools that already exist and you score the people who refuse them.

  • January 3, new Congress: a majority rewrites House rules. Ban waiving the 72-hour layover. Ban an appropriations vote without a posted CBO score. One subject per bill. That is a rules package, not a dream.
  • Statute they already wrote: Congressional Budget Act of 1974. Twelve bills by October 1. Treat a miss as a firing offense in the next primary, not a weather report.
  • Discharge petition if leadership sits on the print. Article I, Section 5: punish, censure, expel with two-thirds.
  • The Whole File Pledge on this scorecard. Candidates sign it in public. We print who would not. November 3 is the approval.
  • A constitutional amendment is required only if you want a national referendum on the budget itself. Until then, you approve by removing the employee who hid the stack.
Post the stack. Show the slides. Full time or resign. That is the hearing.

This is not a street. It is not a new speech crime. It is the job they swore: well and faithfully discharge the duties of the office. They have been discharging a narrative. The country is 300 million people, not a panel. Independent. No PAC. Not a call to violence. Let them hear us now.
